The seeds of international peace and ecology Carter were planted in the 1986 AIMC meeting in Louvan, before Ravenna’s Parco della Pace, sprouted again in Moscow in 1990, when Carter, an Association of International Contemporary Mosaicists (AIMC) member, started to create his Andrei Sakharov Human Rights Monument project, that was approved by the Mayor of Moscow, Gavril Popov in 1993. Carter’s Moscow Human Rights Monument project began in 1986 at The AIMC international meeting in at the University of Louvin with the American artist’s demonstration of his desire for peace with Russians, to Prof Vladimir Konstitine Zamkov, Director of Monumental Painting and Mosaic Department of the Stroganoff Art Academy Moscow

Jerry W. Carter was the first American Artist to exhibit at MARS Gallery. He was also the first person to bring artworks into the USSR without Soviet Government international paper work.

From January 1990 through 1993, while American artist Jerry W. Carter planned for the Sakharov monument and Center for Democratic Principles, Carter met with Russian Artist Alexander Khornoukhov, and worked with Dr. Boris Khassine Ph.D. who helped and organized for Carter all during this period.
